“They shall not defile themselves anymore with their idols, nor with their detestable things, nor with any of their transgressions; but I will deliver them from all their dwelling places in which they have sinned, and will cleanse them. Then they shall be My people, and I will be their God. David My servant [shall be] king over them, and they shall all have one shepherd; they shall also walk in My judgments and observe My statutes, and do them.”
Throughout history, God has appointed men to act in the role of a “shepherd” over His people. Those men failed every time. Thankfully, God has appointed a time where He will come as the “One Shepherd” we need. Since God alone is pure, holy, and right, He alone is able to cleanse His people. Only after we’re cleansed are we able to dwell with Him. It’s according to His mercy that this cleansing takes place. God swore that He would come as Israel’s King, in the likeness of David, to exercise His authority to distribute His goodness, granting access into His glory, as a result of the cleansing He’s able to provide as the One True Shepherd of Israel.
